ISA server Block URL list does not work

Zones: MS Internet Security & Accel, Enterprise Firewalls

Tags: Microsoft, ISA server 2006, 5.0.5720.100

Our ISA server is setup as an Edge firewall. Rule #1 is to block access to a URL set from the internal network. For some reason this rule has stopped working. ISA server 2006 is running on windows server 2003.
The http allow rule is # 17 on the list. When i open up monitoring this is the rule that is being used to allow access to the blocked websites.
