The Solution Rating System

With so many solutions, how can you tell which solutions are most likely to help you and which ones are not? Because of the way the system is set up, the most important variable in this equation is you. FTP through ISA 2004 works for me, through ISA 2006 does not.....

In the process of migrating from ISA 2004 Enterprise Edition, 2 Servers in an array, to ISA 2006 Enterprise Edition, also 2 servers in an array, because the hardware is out of warranty.  2004 and 2006 ISA installs are on seperate hardware.
I have a Server publishing rule on the 2004 array for access to an internal FTP server, and can access it just fine from an external link. Internal FTP server is configured to allow only particular IP addresses to connect as anonymous.  FTP Server is IIS on Win2K3 R2 SP2 Enterprise Edition. Default gateway is set to the internal IP of the 2004 ISA array.  Have also tried changing this to the internal IP of the 2006 ISA array without getting a successful connection.
Server Publishing Rule on BOTH arrays is as follows on the appropiate tabs: Allow--FTP Server--Anywhere--IP OF INTERNAL FTP SERVER (Requests appear to come from original client)--External--Always.
The rule on the 2004 array gets me through straight away to the FTP site and I can see the traffic on the logging tab.  The SAME rule on the 2006 array gets me no where, with a Action & Result Code on the logging tab of "Failed Connection Attempt" 0x8007274c WSAETIMEDOUT respectively.  On the client I get an result of "The FTP session was terminated"
If I change the rule on the 2006 ISA array to "Requests appear to come from the ISA server computer" and then try to conenct from same external IP, I get the authentication box for an FTP site on the client (unexpected as it should be connecting as anonymous, yes I have tried this also), and on the ISA log I can see the connection attempt Initiated and then closed instantly.  If I enter in a Username and Password that I know has permissions on the folder that the FTP site is pointed to in IIS, same thing, connection initiated and closed instantly.
Why does the same rule not work in 2006 as it does in 2004?????
Buggered if I can get my head around it, all help much appreciated.

You are moving to ISA2006 - have you deployed the ms updates and the isa2006 supportability pack?

Your new boxes are on 2003 r2 sp2? Have you disabled the RSS etc on the servers? This can cause some real funnies on boxes that use the ipnat functions.

Yes I have addressed both of the articles that you have mentioned above prior to posting this question.  As I am sure you appreciate it is doing my head in!

Yes the new servers are win2K3 R2 SP2.

Differences:
Old Servers Win2k3 STD SP2 - New Servers Win2k3 ENT R2 SP2
Old Servers Surf Control Web Filter 5.0.1.39 - New Servers Surf Control Web Filter 5.5.3.201
Old servers logging to SQL 2000 - New Servers logging to SQL 2005
Old Servers GFI Web monitor 3.0.1.23 - New Servers GFI Web Monitor 4.00.0178
Old Servers have no .Net Framework installed - New Servers .Net Framework 2 SP1
Old Servers ni XML Parser - New Servers MSXML Parser 6.0 (KB933576)
Hardware - Although I think this is negligable, happy to be corrected though.
A few other minor differences in applicaitons such as Acrobat reader, Server management software which I think are all negligable, again happy to be corrected.

Anything else that I can tell you please ask.

I have resolved the issue by changing the way the Internal FTP server accepts the requests.  Have defined the IP addresses of the ISA array members, and tightened the ISA rule to accept connections only from definied IP addresses.  Also changed the rule on the TO tab so that requests appear to come from the ISA array, not the original client.  I am convinced that the way the packet is arriving from the ISA 2006 array has changed subtley from 2004.
