If you only want this to affect one computer you will need to put the computer in its own OU or devise some other GPO filtering option

i have this on a computer which is manage by active directory the users have limited privalages and log on to a domain, but they are require to change the date so that they can input test results in to a access data base
which have arrived from another site so the dates are out so they need to but the date back

I agree with toniur, you might want to modify your Access DB to allow another method for inputing test results. If the date/time is set too far off and not set back before logging off you may get stuck and not be allowed to log back onto the domain without logging on as local admin and changing the time manually back.

In Group Policy, Under Computer Configuration, Windows Settings, Security Settings, Local Policies, User Rights Assignment. Enable the Change System Time option.
