Not to panic this is just ISA's default configuration. It locks down out of the box and its your job to open up the things you require. The reason you cant ping is is because its default config is setup to block ping requests.
You need to enable certain system policy rules in order to open these up.
These can be found by Opening up ISA Server Managment>Firewall Policy>Tasks (Right hand side toolbar)>Show System Policy(Under Policy Editing Tasks)
