Test the same download from an computer outside of the ISA environment. Speak with your adminstrator or, if you are the admin, review ISA logs and/or post them here.

No idea as you have given no details of the environment such as ISA version? Service pack? OS used? Is this a firewall/proxy or proxy only? Are you using the ISA firewall client?
Immediate thoughts are though that your administrator has blocked such downloads - by default they are allowed.
