the pop3/smtp servers are hosted outise our network i.e in internet (USA based servers). Yes, I know the pop3/smtp ip address. Can you please be more specific

do you have a specific server that they use for outlook ?
or you want to only allow pop3? imap?
if you know the ip address of the server you could write a rule only allowing them access to that address.
if it's protocols ( like pop3 / smtp and or imap.) you could allow that.
