Using IP address instead of localhost

Hi I am running Tomcat 5.5 on Windows Vista and have a problem.  When I use http://localhost:9090/Somepage the page is returned quickly and without a problem.

However I need to use the IP address of the machine for an application instead of localhost and when I try to resolve http://19X.17X.X.XX:9090/Somepage it takes up to 10 minutes to resolve.

Has anyone got any ideas as to the cause of and solution to the problem.
