Broadband speed monitor

Is there a solution to monitor/test the broadband speed at a preset interval ?
One of my client is having random problems on internet speed, at random time, users will complaint that their internet slows toa crawl, and emails are taking longer to deliver.
But whenever I run speed test on it, the broadband seems to be fine (around 4-5Mbps) and users will look puzzled as to why when they use it, the internet is slow as hell.

Just wondering if theres some software I could install on any of the computer/server that can do a speedtest and log the results every 10 or 15 mins, the telco already done the line check and all seem ok, but I still suspect a line problem.

The other issue could be the modem, the modem is a Draytek 2600 ADSL, but the line is ADSL2+, could this have some side effects on the random speed drop problem ?
