Because of the way the system is set up, the most important variable in this equation is you. Varying Cable Speeds through Belkin Router / Cable Modem

I have two computers.
(1) Win98 w/SpyBot and Norton AV (No firewall) and
(2) H.E. XP w/ZoneAlarm Pro and PC Cillin virus checker, and SpyBot.

(1) is a ComPaq Destop
(2) is a Sony Laptop  

They are connected through Belkin fsd5230 to a cable modem Toshiba PCX1100U.  These same computers/router were connected to a DSL at my warehouse and operated fine.  I set them up here at my office and they worked fine.  Then we went on vacation Oct. 3 to August 27.
Fired everything back up, loaded Win Patches and updates and now I have really eratic speed connections.
Going to www.bandwidthplace.com here are the speeds I get after several tests.
(1) 909.4 kps, 27.9, 530.1, 848.7, 469.3
(2)24.1, 641.1, 46.9, 473.6, 188.3, 167.9, and 90.1
Service is Earthlink, Cable service is TimeWarner.  Called Timewarner
guy out and his computer straight through to the cable modem is blazing at over 1 Mbs testing at www.2wire.com each time.
My laptop straight to cable modem has same slow eratic speeds as above (on 2wire.com)
He mentioned something about a patch that is slowing down things. But would this cause erratic times?  My com lights on the belkin will flicker on download, but sit steady on for long periods of time while I wait for a webpage to upload.  This is frustrating.  It is like the old days of Dial up again.  Any suggestions?
