After you've reviewed Thinkpads_User's suggestions, you might consider consulting your ISP. I've come across several instances where users would attempt to access websites and have this issue, especially when accessing encrypted websites such as banking and Email sites. Typically, the solution was to adjust the ISP's connection to a proper MTU (Maximum Transmission Unit) size. A knowledgeable representative at your ISP should be able to help you regardless.

One place to look would be to make sure both Flash and Java are up-to-date. Some sites use these tools. Another place to look would be Windows Update and make sure (under recommended updates) that all root certificate updates are in place.
In IE (and I don't know about Firefox), open Tools -> Internet Options -> General and delete temporary files. Then set the cache for 50Mb max. ... Thinkpads_User
