Network solution for a serviced office

Hi, I'm about to embark on a project to manage a serviced office with capacity for 15 companies in total. The idea is to offer the tenants internet connectivity. The requirements is to account for the downloads and speeds individually.

I'm a bit lost on how to manage this setup. Can someone advise me based on best practice or experience how to setup the internet, the network and the usage accounting part.
