The 1841's i get from cisco (still has cisco tape sealed over the box) has a simple config on it and does not ask if you want to run the setup wizard.
It just has no passwords and allows you to login and enable. It also has SDM enabled and fa0/0 has the address of 10.10.10.1 and DHCP server enabled for that range and an access list of that local network for the vty and SDM. I just console in, remove or change the config i don't want and put on the config i want, write mem, and all is good

If it's a brand new router (never used) then it will not have any configuration. When you power it up with no config, it will run the "setup dialog" which will prompt you for SOME configuration info. It will not prompt you for frame-relay information.
If when you power it up, it does not ask if you want to run the setup dialog, then there is an existing configuration. You must then issue an "erase start" and then "reload" (without saving the config) to reset the router to an unconfigured state.
