>> why no one is helping me and giving me an idea ?

nobody does this for a full time job, we just come by every now and then in our spare time.... ;-)

if it is a true 3 Mbit downlink, then that should work just fine for 100 computers - don'e really /need/ a proxy server really.

Mikrotik is an excellent choice though, load it up on a fast PC with good fast SCSI disks and use the built in transparent cache for ease of setup and management.  Would be ideal to run the RouterOS on a SDRAM drive, and just use disks for web cache.

Cheers.

I would recommend MikroTik also.

I would use a Squid box as a webcache, and use the mikrotik to transparently redirect web traffic tot he squid box.  This separates duties a bit and allows you to run the mikrotik on a flash drive rather than a hard drive, which is more prone to fail.

You can also limit each IP with a "simple queue", to whatever speeds you wish...for example, limit each client to 512kup and 512k down.

My experience with proxies has been that these days they are mostly irrelevant. Most of the websites that people go to regularly are dynamic websites that can't/won't be cached. On a squid proxy that I look after, the hit rate is in the order of 5% (for month of Nov). This is a coporate setting with about 50 users. Leave the cache out of the equation and save yourself a good number of problems and difficulties.

This is just my suggestion and I'm sure others have differing opinions.

>> Most of the websites that people go to regularly are dynamic websites that can't/won't be cached.

this is true, but even those dynamic sites have a lot of cacheable content, like images, stylesheets, formatting objects (fonts etc) and so on.

these objects can be cached and can have a potentially positive effect on performance and download count.

you are right, though, the effect is way less than (say) 10 years ago, but it still helps some! :)

Cheers!
