Need solution for excessive connections on T1 line

We are having trouble sending mail.
Our email server has a dedicated T1 line.  The actual bandwith on the line is only about halfway being utilized.
However there is an excessive number of connections every hour on the line.
We currently utilize a Spam Filter device called "Proofpoint Protection Server."
It is showing something around 250,000 connections every hour.
Most of which appear to be emails on blacklists, or connections from known blacklisted servers.

Our spam filter is doing a decent job of keeping it all out, but the number of connections coming in are too many.  Is there a solution to this that other companies utilize?
Maybe an ISP level blacklist filtering to avoid 90% of the line usage?  Or some other option we can use to get our line opened up a bit again?
