You can't change those first or second numbers, however here are some options.
1. You can change the ISP, then those numbers may change. Even in this case, you will NOT have option to change the first or second part of the IP address.
2. You can install a Broadband Router, and then you can have IP address in Private Range*.
Private IP Ranges:
From 10.0.0.0 to 10.255.255.255
From 172.16.0.0 to 172.31.255.255
From 192.168.0.0 to 192.168.255.255
If your intention is to hide your IP address for security reason, then I bet .. having a Broadband Router with SPI firewall is a best option.
Thank you everyone for your help. The reason why I wanted to change my IP Adress is because a gaming website has banned my IP address somehow. No matter how I changed my IP address, it always says I'm banned. Obvious if it says that my IP is banned, it should only ban one of my IP, but they banned all of them! LOL. So if others that use Earthlink is banned also from that site. :(

Earthlink will have been allocated a series of IP addresses which can be doled out on demand to connections such as yours. The number you get is random. The extent of the IP range that earthlink owns defines what possible addresses you can receive. You can ask earthlink to give you a fixed IP address, but this depends on Earthlink has to how they deal with your request.
