Range shouldn't be too much of an issue when connecting in internet cafe's, as the access points will be very close to where you are sitting. Any card should work fine. The most important factors that you should consider, in my opinion, are:
1) Supported standards - Look for 802.11b/g as a minimum. Think of 802.11a/b/g as a "nice to have", but most hotspots you will see will be b/g.
2) Price
3) Driver Support and ease of use
I have used the Senao cards in the past, and while they have more output power than some other cards, they tend to cost a bit more and certain laptops may have trouble powering them since they draw more power than other cards. Also, if you plan to buy a Senao, make sure you get one with a built in antenna. Some models require the use of an external antenna.

I have had good luck with Orinoco/Proxim Gold. You can find A/B/G versions of it that will allow you to connect to higher speed networks if they are available.
My favorite option would be a Cisco Aironet 350 PCMCIA card, although they may be more expensive.
