Difference between Bandwidth & Speed

I am working as an Engineer in an ISP. We have provided an Internet Leased line of 1Mbps bandwidth on Managed Lease Line Network in which G702 to V.35 conversion takes place. But the customer is not able to get the speed of 1Mbps between the two ends.
When we use our broadband network as media he is able to get a speed of 1Mbps for the same two ends. The broadband network uses PPPoE.
Can anybody tell me, is there any difference between "1Mbps Bandwidth" and "1Mbps speed".
