Internet connection speed - movie clips take forever to download

Hi,
I can't seem to watching movies at work from sites such as youtube.com, break.com, lynda.com etc.  
The movies just take forever to download, a 1 minute clip on youtube can take over 30 mins to download.
I have checked our internet connection speed from a couple of website such as http://www.speedtest.net and all looks OK, 700 - 2000 kb/s.
Dowloading large files to my PC does not seem to be a problem, a 10 meg file may take 30 seconds or less.

What could be affecting watching movies, is my company throttling connection speed or is there a setting I need to change at my PC.
