Also what are the size of the lines?
It's important to know if it's site2site or remote access. Site2site you would use IPSEC, 20 remote sessions would require Cisco AnyConnect which requires a license. ASA 5520's are pretty good, 5510's are in between.
You need to draw out a map, see which sites connect to each other, which sites support remote access VPN, and what the line speed is of each. Then I could tell you which would be best. Also the type of line, the ASA will only support Ethernet interfaces. A router would be needed if there were T1 interfaces.

Tiras25 has a good point ... but since your question is specific to cisco - "what's the best Ford?"
It depends. Do you need a truck, or.....
There are just as many options and it all depends on many factors.
Are the 20 VPN's remote users or site-site remote nailed up vpns?
What else does the firewall have to do? How many end users inside? How many servers with public access services (www, email, etc)?
ASA 5500 series is probably the "best", but again, it all depends.
Budget?
Internet access type - DSL, T1, Cable, other -
VPN user type - basic roving laptop w/XP ? New laptops with 64-bit Vista/Win7?
Home users? Remote offices?
