If you place a server in each site, you would have to move their mailbox from one mail store to another whenever they relocate. You can't have duplicated stores.

I am moving over to exchange server very soon, I have two site the link between the two is not amazingly fast, but its rock solid.
I have alot of users that roam between sites, i wondered if there is a way to replicate the mail stores so as it is the same on both sites. So as the users access the nearest mail store too them?

I can't see a great need to use OWA if you use 'cached mode' on Outlook. The initial 'seeding' of the mail from the mail store to the Outlook client will take a little time (perhaps leave this running overnight) but then the bulk of the mail will be stored locally, with just mail since the last time the computer was switched on coming down.
It does depend on your environment, if they receive 100 emails with pictures in every hour, and the PC is left off for 2 weeks at a time, then probably 'cached mode' is no good, but it if it is an average email user, and emails are mainly text based, I would say 'cached mode' would be sufficient.
