I need to know if it's possible to be connected to an ISP from a different country than yours (like a neighbouring country for example).
I know someone who is in Dubai, UAE, but all online IP Locators show the IP as being hosted in Saudi Arabia. Is that even possible or do all those sites have glitches? .
Is it possible to use an ISP from a neighbouring country? Do some countries have shared phone/DSL lines? Please explain it with all the technical details. I am not looking for a way to do it, just how it works and if such a thing exists.
