Trying to 'send as' for anything in Outlook 2003/Exchange 2003

I'm working on a fresh SBS Server 2003 Premium.  It is configured to download incoming mail from an upstream POP3 account and deliver outbound mail to an upstream SMTP server.  My problem is that I operate my domains (3 of them) as catch-alls so that email that goes to user1@domain, user2@domain, userx@domain all go to the same address.  Oftentimes, I would like to send email under any of these names without setting up exchange accounts for them.
My first inclination was to select View>From field in Outlook and simply type in the from address, user3@domain.  I get the message that I do not have permission to send on behalf of that name, even though I'm set up as and administrator with Send As rights.  Is it possible to have an exchange account send on behalf of any name, even if the account does not exist?

Also, is it possible to send as other domains, user1@domain1, user1@domain2...etc?  What changes would be necessary to do this?

I've done this before in Outlook's POP mode by changing the 'E-Mail address' in the MAPI profile each time but I hope it's easier (instead of impossible) in Exchange 2003.

NO
You have to setup a mailbox, logon to this mailbox and then configure this mailbox with your account as delegated person. This gives you the permission on sendon on behalf of the owner.

Also, is it possible to send as other domains
This doesn't matter, as long as these are e-mail domains, not security domains. If you send a mail with any other person in the FROM field, exchange resolves the name and looks for the permissions set for the associated mailbox. If the mailbox, who is owner of the e-mail address gives you the permission, you can use it.

The behavior is quite different between exchange server and a simple POP3 client.

Great answer IvaSoft, I'm still looking for a free solution as I am the only one on this exchange box, but if no one can come up with a free fix, yours is still correct, so I'll award points to you in 48 hours.
