Can I get contacts without email addresses into Global Address List?

I am importing a large group of contacts into Active Directory so that they are viewable in the Exchange Global Address List.  I have everything working except for the fact that contacts without email addresses never show up in the GAL.  However, I *can* see them in Active Directory Users & Computers.

How do I get these contacts without email addresses to appear in the Global Address List, or in some kind of public folder that everybody in my company can access?

Do I do this within Outlook, or through another administrative tool?  In my Outlook, in the left-hand-side Navigation Pane, I don't see anything that says Public Folders.

Also, now that I'm onto another solution than I was originally attempting:

How would I found out the LDAP "address" of such a public folder, for importing purposes?
