Close Down SMPT so it is not a OPEN Relay

I have been identified as a open relay, and blacklisted.  I run tests and it fails, http://email-test.com/cgi-bin/webtestmail?smtp_host=66.126.94.250&smtp_port=25&domain_host=example.com&cmd=openrelay.....66.126.94.250:25 FAILED the Open Relay test.
The server accepted the specified recipient. This indicates a potential open relay. If you have recently used one of the POP tests from this site, this could be a false positive, and you should try this test again later.

What configuration change do I do to stop my Exchange Server frombeing a open Relay?

It would help if we had version information.  Adding information like OS and versions of software can only help us help you.

What version of Exchange are you running?
Exchange 2000 and 2003 are configured, on a default install, with relaying disabled.

Exchange 5.5 is a different story.

The MS Knowledge base has many articles on how to check this.

Exchange Server 2003, the latest service paks, IP address of server is 66.126.94.250.  I had someone test from outside and they got connection failed, qwhen they tried to telnet, but orb has me blacklisted.

Sembee's info is quite helpful.
I looked at the accepted answer and on the site was online presentation on how to configure your SMTP conncetors to stop relaying.  It worked perfect and my server is not setup to stop all relaying.
