POP3 not Autostarting

Hey fellow Experts...

My server is Windows 2003 with Exchange 20003. When I reboot my server the POP3 service doesnt automatically startup.  I need to manually START it from the Exchange System Manager.  Exchange works like a charm outside of this quirk.  The link below is a screen shot of the the ESM, and the MS Exchange services and startup configuration.

The POP3 service used to startup automatically, until sometime in 12/05 when Microsoft got did an auto update.  I've been running the system this way for that many months, since many more updates and it was such a small problem I didn't bother to chase a solution down.

Anyway, How can I make the POP3 startup automatically?

From the Event viewer, i have this error

"Error 0x7d6 occurred while rendering message 0001-0000001108f8 for download for user email@mydomain.com."
CAUSE
This error can be caused if Outlook clients that are connecting to the Exchange 2000 server are configured with both the Internet E-mail and Microsoft Exchange Server services in the same client profile.

With this configuration, the client downloads mail using a POP3 session. During the POP3 session, if an attempt is made to download a message that has previously been deleted from the mailbox, the Event ID 1023 is generated in the Application event log.

RESOLUTION
To resolve this issue: 1. Start Outlook.
2. On the Tools menu, click Services.
3. Click Internet E-mail, and then click Remove.  
4. Save the changes.

NOTE: If a client needs Internet e-mail access, create a separate profile for this service.

outlook 2003 doesn't have TOOLS-SERVICES

I'm the only Outlook user on the Exchange server.. and this occurs when the server is restarted.  Everything works fine, until after it starts up.. the manual intervention should not be there..it's like it was dependant on a service, but since the service was not started, it possibly timed out, and POP3 didn't not run.  Once the desktop is available, I'm able to go to the ESM, then protocols, and right-click on the POP3 server and START...that works.

Also FWIW Outlook 2003 has TOOLS.....Email accounts..."view or change accounts"  to get to the same place as TOOLS.....SERVICES in Outlook 2000

The only updates for December from MS was for IE and this one for the Widnows kernel:

Perhaps uninstall 055 and see if that fixes the issue

Yep...that was already the consideration...(check my 2nd comment)

Yep...I agree...though this is a solution FAR AWAY regarding anything OUTLOOK.

It's so BETA..that there are tons of "features"....er...bugs  ;-)

You know....I was thinking that, I just needed someone to concur.  Ok. so I'll do it, but after a full backup this weekend...I'll post my results Monday afternoon.

had a little trouble with my backup...since resolved and will make that attempt tomorrow.  will post the results then...sorry for the delay.
@The_IT_Garage...after reviewing the updates since the fault...It may be prudent for me..NOT to uninstall the update as I may cause some other program to go screwy.

On a good note, I'm building another Windows 2K3 Server box and will watch for this update.

I'm grading this a "B" as I've i already had in mine what I should do to remedy this, and you just confirmed what I had to do.  Due to not implementing this procedure, I won't be able to confirm.
