Testing overseas hosting servers for responsiveness (e.g. ping) from US.

I am trying to ping potential overseas server hosts to test the responsiveness of their servers from the US. (We will be using them primarily from overseas, but also from the US).

However, when I execute the Ping command from the Windows command line prompt, I receive only "Request timed out."

It looks like my Trend Anti-Virus 2007 is blocking these ping attempts.

What is the best way to test how responsive these potential hosts will be?

a) to create a rule in Trend Micro to allow pinging?  If so how do I do this and will it jeopardize my security?

b) using a site such as DNSstuff.com?  If so, which specific tool(s) do I use?

We will be using the service primarily for hosting data and internal applications (as opposed to hosting a website).
