What is the best way to test how responsive these potential hosts will be?
ping the website address. I.e. ping www.yourhosthere.com, and see what the delay is.
You can go to www.dnsstuff.com and find out alot about the domain that you are wanting to work with.
to create a rule in Trend Micro to allow pinging? If so how do I do this and will it jeopardize my security?
Allow ICMP while in Home Network Profile with Medium Security Level.
1. Open PC-cillin Console and click Personal Network and Firewall Controls.
2. Click Personal Firewall then click Settings.
3. Double-click Home Network Profile and select Network Control.
4. Click Add and create a rule to Allow ICMP using the following data:
General: Allow - Outgoing
Ports: All ports
All IP Addresses
Protocol: ICMP
There could be a security risk with this.
b) using a site such as DNSstuff.com? If so, which specific tool(s) do I use?
Use the ping test, and the IP Information test, as well as go to www.dnsreport.com to make sure everything is ok as far as settings for DNS.

use tracert instead of ping and see if that works.
There should be no issue with outgoing pings ( ICMP ),You may want to block incoming ones.
If you are behind a firewall or NAT, then you are already secure from the outside.
I hope this helps !
