You can use CGI Telnet (http://www.rohitab.com/cg iscripts/c gitelnet.h tml) to execute commands on your web server via a web interface. You don't need to have Telnet or shell access, just the ability to run CGI scripts is enough. Haven't tried installing this way but I'm sure it'll work.
But why don't you ask your host to install it for you?
