Ideal method for publishing Asp.net App over Internet?

Hi,

I have read over many resources on the different approach to publishing an ASP.net over the internet. I was hoping for some expert advice as I am a rookie...
We make plenty of updates on a daily basis so uploading the entire application every time would not be ideal. These changes usually consists of standard files like .cs and .aspx.

Our setup:

--Publishing to:
Hosted Server (3rd party) running IIS6 on Win2003 R2 and 1.2MB/sec down | 500 KB/sec up
Asp.net App Size: 800 MB (estimated) (ASP.net 3.5)

--Publishing From:
local office on 1.2MB/sec down 70 KB/sec up
using Visual Studio 2005/2008 (any project in 2005 can be converted to 2008 if needed)

What method/setup do you recommend for line speed? Can debugging still occur on the live server?

We want to develop locally so we are not using resources on the production server.
