FTP setup is done through the domain configuration section. When you add a domain, or edit a domain after creation, the setup dialog asks for an ftp user and password. After setup, you can define additional web users for the ftp. I believe Plesk is rather limited in what in can do for aliased or remote directories...you may need another solution to include directories outside of Plesk's vhost area.
