I would like to open a service like icontact.com ! This is email marketing service so customers can open accounts and sent mass emails to their clients.
What hosting company would you prefer. Is there any hosting company that would allow this kind of service? ( it would be absolutely no spam ).

This kind of request is going to make most shared hosting companies very wary ... and for good reason.
Your best option is to rent a server. Not only will this give you more flexibility under the user agreement to launch this kind of service, but it would also give you more control, bandwidth, etc. to run it properly.
If you don't have a good server provider, I would recommend The Planet www.theplanet.com. If you are looking for a more cost effective solution, I have also had a good experience with www.burst.net.
