The best way to go is change /etc/security/limits.conf.
Add a line:
* hard maxlogins 1
This will prevent any user from logging in more then once.
Anyhow, you can create the the groups of users that are restricted to log in once and allow others to login in say 5 times...
Look for additional info in /etc/security/limits.conf.
