It sounds like a permissions issue, can you scp the file to the /tmp directory on the linux box or a home directory for a non root user?

My understanding is that the file ownership would reflect the user that has rights to the RH box and not windows, because that is the authorization that you are using to put files onto the RH box.

This would lead me to think that the windows box's participation in a domain is irelevant.
Personally I would try to scp a file from windows to RH as a nonroot user into the user's home directory to make sure that all of the parts are working and then try to trouble shoot the root user's access.... does the file /etc/ssh/sshd_conf allow for root users logins?

Who owns the file you are transferring from the windows machine? Make sure you are in the directory where the file resides , then initiate the scp command.
