I'm trying to optimize performance by having ToE do the TCP/IP processing.
So it is my understanding that this NIC does not support TCP checksum offload?

Is this possible? If so, parameters?
The card itself supports TCP/IP Checksum Offload, and I read that setting XsumRX to a value of 1 will enable IP checksum offload, but this still leaves me trying to enable checksum offload for the TCP stack as well...

"A value of '1' indicates that the driver should enable IP checksum offload for received packets (both UDP and TCP) to the adapter hardware."

Is there any special reason you want to do this?
Have you tried:
insmod e1000 XsumRX=1
This enables the only checksum offload that the card supports.
