You can edit the a config file with a text editor on windows (e.g. notepad, pfe, etc). But when the file is sent back to the OpenBSD box it will have unwanted carriage returns at the end of each line, which is a problem. The file will need to be run through dos2unix (or similar) to strip the carriage returns before using the file on OpenBSD.
As fas as I know vi is installed be default on every variant of Linux/Unix. There's a tutorial on using VI at http://www.eng.hawaii.edu/

OpenBSD comes with a light EMACS style editor called Mg. Here is a link with a tutorial on how to do it.

I don't recommend copying the file over to windows because you don't really know what MS might attach to the file.
