Squid : let users override some blocked targets

I'm just looking at introducing squid as a web proxy, and after some pointers (or a complete solution!) to address the following requirement..

We'll block certain sites full stop. And whitelist others.

The ones in the middle we'd like a redirect to
"are you sure you want to go here... it'll be logged"

with an 'OK' on the broswer to continue.

Is this possible? What should I be looking for?

(Thinking of, maybe, the redirector functionality or something.... Surely someone's written something to do this already..?)
