I am receiving the same error even if i given the full path.

I have placed the vpnserver.crt file in this path /etc/openvpn/

I do not know which is is the standard path used with Linux for OpenVPN. On Windows, it is the working dir - where the binary is. If you are uncertain, you can use the full path in the server's OVPN file.
