I'm happy to create a script for you, the script it self doesn't have to be that hard as stated above, But what do you mean by "I also need a way to create the outbound IP mapping" ?
I am looking for a script that will automate the creation of thousands of virtual adapters on redhat. I also need a way to create the outbound IP mapping.

it really depends on the IP block you're trying to use
assuming you have a complete class C block (10.0.0.X) with the first IP (10.0.0.1) assigned to the physical interface eth0 and the rest to be assigned on virtual interfaces, you can do something along the lines of the following:
ifconfig eth0 10.0.0.1 netmask 255.255.255.0 up
for i in `seq 2 254`; do echo "ifconfig eth0:$i 10.0.0.$i netmask 255.255.255.0 up"; done

Write a script that contains commands:
inux-mini/ IP-Alias.h tml
/sbin/ifconfig eth0:0 172.16.3.1 netmask 255.255.255.0
This will create IP aliases for your device.
