I would like to know, is it possible to turn off the instance in amazon, but still maintain all the current settings and installed programs(LAMP, Sugar, webmin).
Would it be necessary to create an AMI or can the instance be saved on EBS.
The goal would be to be able to turn on the instance, when the need arises and not have to configure and install the programs all over again.

This is what a private AMI is for. It is not stored in EBS but in S3.

EBS is accessible only to newly launched instances, after they are launched.
If for some reason you do not want to create a lot of different AMIs, there is an alternative but a bit complicated way. You can create a single AMI and bootstrap the servers using configuration files from the metadata attributes.
