Local policy does not permit you to log on interactively

Windows XP, Windows Server 2003 Domain.  When a user tries to log on to a workstation, if they are not a member of the Domain Admin's group, they receive the following error message: "The local policy of this sytem does not permit you to log on interactively."  They are not trying to use terminal services or any windows 2000 machines.

Any suggestions?  I have already checked group policies, and I think all of the local policies on the machine.

is this on the local machine or on the server?
I had to force a gp update.  Thanks for the help.
