There is different type of network :
Class A 8 bit for network, 24 for worstation
Class B 16 bit for network, 16 for worstation
Class C 24 bit for netaork, 8 for workstation
(also D and E but not really useful in a day to day basis)
But nothing restrain you to divide a big network in a sub network by using a different IP mask.
Network 10.100.10.0/24 is correct, broacast is 10.100.10.255.
To have a broadcast adress like the one you mentioned you have to use a IP mask like 255.0.0.0 eq /8.

it doesn't have anything to do with mac addresses.
it says "every computer" for each octect.
so, let's say. you have a network 10.100.10.0/24
your network address is the first ip: 10.100.10.0
while the broadcast address is the last one: 10.100.10.255
there you only broadcast your network segment.
hope this is clear enough
