I'm running Windows 2000 on a Dell Latitude C640 laptop, using a PCTEL 2304WT V.92 modem, modem settings 115200,8,N,1, ctsfl=1, rtsctl=2. When using a remote dial-up to access my ISP the system "hangs" after the username and password are accepted. The usual "connecting to remote network" box comes up, but then it hangs round for five minutes or more (I've actually timed it) before I'm properly logged on and able to continue. While this is happening, 100% of the CPU time is being used by services.exe so the entire system slows down to become almost useless.
Latest modem log reads (in part):

In my experience, the handshaking after login takes no more than a few seconds, perhaps half a minute or so, so clearly something is wrong. Anyone have any idea what? And of course how to fix it?
TIA
