This is Called IP Spoofing !  There is no way you can Hide your IP other than this.
There are ways to spoof someone's IP but this is not authorised to do.
However, I told you the term , for the educational purpose you can dig in !

Check out ZoneAlarm, or ZoneAlarm Pro, this has the ability to hide your IP while surfing, these are pretty descent software based firewalls.  The Zone Alarm is free, however the Pro I believe is @ $40.

well you never can FULLY hide your IP while surfing,, otherwise data could NEVER get back to your computer. somewhere along the line the data obviously has to get to your IP address for you get get it
Agreed, however, there are firewall applications that can hide your ip, or atleast the last octet from obvious scripting tools to grab that information.  It's not a guaranteed fix, but it can block a portion of the data.  Being that this is a dial up makes it more difficult, if a firewall were between the client and the internet, the IP address of the inside client through NAT could be hidden, this however would still provide the live address, but the NAT'd client would be invisible.
Or you can use proxy and then your IP will be the IP of the proxy.
Software alone cannot hide your IP from those computers that you connect to (i.e. webservers, mailservers, etc).  It can make you appear "invisible" from hackers by dropping pings and closing all ports, but this is entirely different.  The only way to "hide" your IP is to use a proxy server.  However, this is not always completely secure.  Here is part of a list of proxys you can play with: http://www.publicproxyservers.com/page1.html
And by the way, since this is dialup, you really dont have the option of a NAT firewall/router...
I was just testing out some of those proxy servers from that site I posted above...

While they did work, they were a bit slow compared to going straight through my cable connection.  Also, I happened to notice this label above the proxy address box in IE: "These settings will not apply to dial-up or VPN connection"

It could be that your dial-up provider already has implemented a sort of proxy. (I know AOL does).  Also, hiding your IP is rather unimportant on dialup because every time you dial in, you receive a new IP.  Of course, if you're doing illegal things online, then your ISP can trace who was using what IP at what time ;-)

If you're still concerned with security, run this scan: http://scan.sygate.com/
