Go into the dial up parameters for the modem setup -- network, right click properties, modem connection, right click, properties, netoworking tab, TCP/IP protocol, properties -- now at the bottom of the screen put in the two DNS servers that the dial up ISP uses. You can usually find this on the dial-up providers website -- under support, DNS servers. Those need to be in there, in any case where you are not "resolving" the internet via dial up. Save it and reboot, now it will work.

If you look at the connection icon in the tray how fast is the actual connection when you dial up?
