Advice on setting up port-based/wireless security

Hi

Unfortunately I don't think there's a 'correct' answer for this one, but I'm after some advice as to what I need to look into and do.

Here's the scenario:
I have a star-topology network, with a few dozen small sites connected into a hub site.
The WAN network is supplied and managed by a third-party.
The remote sites only have a handful of users each, connected to either a simple hub or unmanaged switch

I also have a fair number of roving users with laptops.

I'm concerned that it's possible for someone to plug a "rogue" machine into the network. Although the sites are physically secure, it's still a concern of mine. I'd also like to introduce wireless networking for laptop users - to make life a little bit simpler.

What I want to achieve:
A system of MAC-address based security that can be centrally controlled to allow machines to connect to the network, irrespective of location or whether they're using fixed cabling or wireless.
Unsurprisingly I don't want to spend huge amounts of money, and I'm looking for a solution that I can roll out gradually.
