Yeah..when the windows machine doesnt get the dhcp address it will goes back to something in that segment..Okie..does your netgear uses any MAC filtering ?
From your words it appers that you dont have any accesability problem of wireless coverage but its more related to the system settings...can you checke that..

what ip is the gateway? Can you http in to the gateway and see where's your PC connect to? Normally when the computer not getting the DHCP it will get a loop back ip instead the real out of range ip. you pc may get the ip from the other dhcp server...
