why through linksys router is my internet 10 times slower?

I have a computer running windows XP pro connected through Linksys BEFW1154 4port wireless-b router.
Statuc IP assigned. currently im using cable not wireless connection.

problem 1)
my connection speed when downloading some files is limited to about 150kbs when plugged in to the linksys.
when connected straight into the cable modem my connection is close to 500kb/s when downloading files.

problem 2)
my internet occasionally drops the connection and i have to reset the modem and router to get it back up.

Any ideas on why this is happening??
can you point me in the right direction??
