Permissions Configuration w/ Domain and Shared Folder

Hello and thank you for reading my question.

I have an NT 4.0 server with a number of client machines. A domain is configured, and each user must authenticate to log on to the domain.

On one of the client machines, I have a shared folder with an ACT! database, and I would like to give users the ability to use the ACT application but not to copy or move the ACT! database files.

For the shared folder settings, I have done the following:

--On the sharing tab of the directory  properties, I have enabled Read and have left Full Control and Change unchecked under the Permissions button.
--On the security tab of the directory properties, I have removed all entries and then added two users from the domain.
--I gave these users READ and WRITE permissions only.

The good news is that the users can launch ACT! and work with the database. The bad news is that they can browse the network and then copy and paste the database files to thier desktops.

Can someone point me in the right direction?
