OWA problem

Hello,

I have people that are logging into thier remote web workplace and looking thier e-mail through a wireless 02 card. The problem is that they donload all thier e-mails and when they disconnect to save money on using the wireless card and they open an e-mail ir comes up saying page cannot be displayed and some actually say you need to connect.

Is there a way of looking at there e-mails and then working off line and putting it in there outbox and when completed a series of e-mails they can connect and send all e-mails at once.

I have a small business server 2003 with outlook 2003
