Yes, I can.
I can site at a PC in Network one and ping all PCs in network 2 and vice versa.
Just cant ping the IP Phone system, but I can ping the IP Phone system from its router or a PC in the same building as it.

We are using Terminal Services via a VPN which is fine.
We have a phone system(IP) that has a NIC
We can ping the Server and all workstaions, but we cant ping the NIC in the phone system
If I log onto the Router where the phone system is and use its ping utility, I can ping from there.
However if I ping from the Source router or from a command prompt on a pc in the source network I cannot do it.
Can someone help

Well, if you're pinging the IP Phone system from the router that is local to it... this will work because the router there has the same IP range as the phone system. But if you're pinging from the other router or from your PC's command prompt, the only way for the phone system to reach your IP is to forward the ping reply to its default gateway (which should be the local router near it).
So basically, the ping requests are likely reaching the IP Phone system but it has no idea where to send the ping replies.

If I've understood clearly what you're saying, probably you've got an issue with ICMP forwarding at the first router (the one at the phone system).
An IP network map would be useful to pinpoint the problem, but that would be the first thing to check. Can you ping other machines on the same subnet the Phone Server is?
