In order to publish a printer in AD, it needs a \\servername\sharename associated with it. I haven't found any documentation that will allow a printer AD entry without a share. You best bet would be sending instructions to your users on doing a local connection via the IP.

When you install the printer on your print server, and share it out, under the sharing tab there should list a button you can check for List in the directory. Click that, or you can simply have your users go to \\printerservername\ all they have to do is find their respective printer right click, choose connect, and if your GPO doesn't limit the user from installing drivers or if the driver already exists on their computer, then they should be able to install it with no problems...
